How skill points are earned
Skill points are tied to leveling: each level-up grants skill points that can be invested in different categories, and unlocking skills is coupled to level-ups.
Level-ups are the larger known source, granting 2 skill points each for a total of 68. Completing a Shroud Root grants 1 skill point, for a total of 33 from that activity.
Earning points from level-ups and Shroud Roots
Both known sources are straightforward: keep leveling your character, and complete Shroud Roots as you explore.
